Is my mom a terrible mother for letting my 6 and 8 year old brothers play Grand Theft Auto and Call of Duty?

My mom lets my Little brothers, 6 and 8 years old. Play Call of Duty 4 and occasionally Grand Theft Auto. They are obviously not old enough to play those games. And I doubt killing people helps a 5 year olds OCD.
I'm constantly educating her.
